A Posteriori was founded in 2016 by organizational management professional and Chief Procurement Officer Sean Carroll. The name “A Posteriori” was selected to represent the true role of a management consultant, reflecting the obligation to base decisions and guidance on observations and experience, eliminating assumptions and symptoms and in favor of a focus on addressing true root causes.   

Our Mission


The principals of A Posteriori have experience designing and implementing procurement processes at utilities, K-12, higher education, Counties, Towns, Villages, law enforcement, emergency management, and statewide political subdivisions in commodities, services technology and construction contracting spaces. A Posteriori brings expertise in social equity program management, sustainability and resiliency efforts, piggybacking, cooperative purchasing, omnibus and specific legislative activity related to procurement, agile and waterfall methodologies, as well as design-bid-build, design-build and public private partnership methodologies. This includes regulation and rule making process at local and state government levels. In the private sector the principals have also been involved with national telecom advocacy, small business strategic planning, vendor preparedness to respond to solicitations and local regional and statewide campaigns for issues and individuals.

Meet Our Founder

Founder Sean Carroll served as the chief procurement officer for the state of New York from 2016-2023, and various counties, cities and school districts across NYS state since 2005. He has served under 4 governors and managed more than 3000 contracts with annual spend exceeding $50 Billion for state agencies, state campuses and local governments. He has expertise in end to end procurement, cyber policy and terms and conditions,  legislation, rule making and policy for public work, commodities, services, technology, including DEI, social equity, sustainability and fair labor practices. 

From 2007-2016, Mr. Carroll served in Onondaga County, New York first as the Assistant Director in the Division of Purchase and then as the Director in the Division of Purchase for 6 years.

In the private sector, Mr. Carroll managed his own consulting firm for nearly 15 years.  During this time he provided services ranging from political and non political campaign management, research, promotional material design, strategic plans for businesses and governments, mission statements, organizational and process mapping, technical writing, business development, RFP response management, proposal development, traditional and non-traditional marketing, employee motivation, and leveraging technology.

Mr. Carroll has served as the Procurement Executive during several once in a generation emergencies including, but not limited to, Covid-19, Hurricanes Irene and Sandy, and Winter Storms Elliot (2022) and “Snowvember” (2014). 

He is the coauthor of the paper “Agile Procurement – A Primer,”  and has presented over 150 sessions at over 50 conferences nationwide and internationally on procurement and management topics. 

He holds a bachelor’s degree from the University at Albany and an Executive Certificate in Global Supply Chain Management from Wharton.  Mr. Carroll also currently serves as Chair NIGP-CPP (Certified Public Professional) Certification Commission and is a national board member of NIGP ( Institute for Government Procurement).
