You inherited a contract for your entity's grounds keeping. A tornado hits your community and creates the need for debris removal. The contract makes no mention of these services. How do you handle it?

Given the likelihood that the Governor or another authorized official has declared a state of emergency, the procurement officer may classify the required debris removal services as an emergency procurement. In response, the officer could either:
Obtain multiple quotes from qualified vendors, or
Request pricing from the existing groundskeeping contractor to perform the additional services.
If the current contract includes provisions for additional services or modifications, the officer should consider negotiating an amendment to incorporate the emergency work. Alternatively, a separate emergency solicitation for grounds clean-up may be appropriate.
In this specific case, we identified the contract deficiency during market research for the upcoming solicitation. As a result, we included debris removal services in the new scope at an hourly rate, anticipating minimal annual usage.
