The contract was originally anticipated to span five years at an estimated $50,000 per year, totaling $250,000 over its full term. However, the contract was awarded just prior to the onset of the pandemic, and within a few months, usage surged and exhausted the entire $250,000 allocation in the first year.

This significant increase in demand effectively altered the scope of the contract. It also raised concerns about fairness, as other offerors may have submitted more competitive proposals had they known the contract’s potential value could grow so substantially.

To maintain transparency and ensure compliance, we closed the contract and issued a new solicitation.
