It is important to remember that unit price governs. To minimize calculation errors across the fifty-line bid sheet, we embedded formulas and locked specific cells in the spreadsheet. Despite these instructions, one supplier submitted handwritten prices instead of typing them into the provided form. As a result, we deemed the supplier non-responsive. The Chief Procurement Officer (CPO) supported this decision, affirming that our requirement for typed entries was clearly stated and therefore enforceable.
