Your contractor for uniform dry cleaning has not performed well since the inception of the contract 3 months ago. Additionally, an employee leaves a smart watch in a jacket pocket. Initially, the contractor admits to finding the watch by email, but never returns it. When you visit the business to pick it up, the company's manager says the watch has been lost. What do you do?

We ordered a replacement watch through the State Contract. Following that, we requested that the contractor revise their invoices to deduct the cost of the lost watch and the damaged uniforms. However, the contractor never submitted updated invoices and, as a result, was not paid.
