You're issuing an RFP for group home providers that historically has hundreds of offers. Your preference is to require submittals be made virtually, however the end user insists that 5 hard copies each be submitted for evaluation. What do you do?

AP Response:

The procurement officer proceeded as directed and ended up with an office overwhelmed by boxes—it was a complete mess. From that experience, we learned a valuable lesson: always require virtual submissions, regardless of the situation, and allow panel members to print only what they need. No exceptions, no debate.
